Hi guys opinions sought,pre ww1 ?

Very, Very Nice Embroidery and super condition.....Do you know where it originates from?....Maybe Germany or Austria?. Looks like more of a special  - like coat of arms - for a Baron with the cross keys and double headed eagle or phoenix...Very Interesting! and lovely for a collection, could be worth a great deal of money?
