Japanese (?) Propaganda Poster?

Hey,

I've had this poster hanging in my room for a few years now, and, despite some effort, I have had no luck identifying it. I was gifted it by my step-father, who's grandfather passed it on to him after he, for lack of a better word, pilfered it during his time serving in WWII. My best guess is that it is of Japanese origin, but I have been unable to translate it. I'd be greatly appreciative if anyone here would be able to 1) identify it or 2) appraise it. I would assume it would be worth some amount of money, but, as a history buff myself, it holds a great value even without a dollar sign tacked onto it.
